Has anyone had tricare cover abdominalplasty with hernia repair?

I am currently appealing tricare for a panniculectomy. It does state in their handbook that they will cover a panniculectomy when it is in combination with another surgery. It states in Chapter 3 section 1.2 Tricare policy manual 6010.47-M Number 8. Panniculectomy performed in conjunction with other abdominal or pelvic surgery is covered when medical review determines that the procedure significantly contributes to the safe and effective correction of improvement of bodily function. Hope that helps some. I have no hernia and well am not having much luck!
