Denied WLS by ACCHS

I have been denied my surgery 2 times nowI'm on PHX Health Plan, I am coming up on my dates for changing insurances through the State of AZ. I am on SSI and I have 4 doctors saying I need this surgery. Of course you know that I have been told to diet on my own or see a nutritionist etc. What I would like to know is does anyone out there know which State ACCHS Insurances will cover the surgery with little to no problems especially since I have Dr's backing me up? Meli~ Mercy care has approved alot of people.......I believe Dr. Newhoff is taking that form of insurance,at least he was a few months ago.
