fill providers for patient's banded in Mexico

I am desperately looking for a fill provider who will see patient's banded in Mexico. There seems to be a problem in Quebec with finding one. Does anyone know of a surgeon, nurse practitioner, physician assistant or registered nurse who will do fills for these patients? I find this lack of support interesting since there are so many patient's who are unable to have their surgery due to increased wait times. It seems to me that having surgery in Mexico with an experienced surgeon would be a very viable alternative if fills were more readily available.
